Prior to WWII, almost all the Navy's tugs were acquired from private-sector operators: only 48 were assigned AT numbers when the numbering system was instituted in 1920. In 1936, ten of the 48 were downgraded to YTs and in 1944 eighteen were reclassified as ATOs, where the O stood for Old. During WWII, the Navy procured 238 ocean tugs from 22 shipyards and boatyards: of these, 69 were 205-foot, 16-knot, steel-hulled fleet tugs (ATF), 89 were 143-foot, 13-knot, steel-hulled auxiliary fleet tugs (ATA) and 80 were 165-foot, 12-knot, wooden-hulled rescue tugs (ATR). The ATFs and ATAs were assigned pennant numbers in the established sequence, running from 64 through 245. The ATRs had their own sequence but were later reassigned as ATAs, resulting in a lot of duplicate entries in this table. The fates of these workhorse vessels, particularly the ATRs, are not well documented. Since WWII, the Navy has procured only ten new ocean tugs - three large UK-built salvage tugs, (ATS), and seven ATFs - but a series of eight new salvage tugs is now under construction.
