James Whalen and the American Ship Building Company established Western Dry Dock & Shipbuilding Company in 1909. It changed its name to Port Arthur Shipbuilding, (PASCO), in 1916, when it was acquired by Mr. Whalen. It was sold to Canadian Shipbuilding & Engineering in 1987 but closed in 1993, reopening as a repair yard under the name of Lakehead Marine & Industrial. It closed again in 2013 but was bought by Heddle Marine in 2016 and reopened.
